POST TITLE: Chief Executive Officer, Jersey National Park Council SALARY: £tbc – needs benchmarking with local organisations CONTRACT: TBC - One year, annual renewable, zero hour contract (through Agency – ASL). Part time, circa 10 - 15 hours per week. Flexible working: out-of-hours will be required on an occasional basis. LOCATION: Your normal place of work will be the Frances Le Sueur Centre. An element of home working will be possible. ACCOUNTABLE TO: The post holder will be accountable to the Chair of the Board of the Jersey National Park Council ACCOUNTABLE FOR: National Park Projects Manager, Administrator, volunteers, any such staff or trainees as may be appointed to the team
DESCRIPTION OF ROLE: • The postholder will provide vision and leadership for the National Park Council. • They will have overall operational responsibility for developing strategy and delivering programmes
and projects in support of the purposes of National Park designation. • They will manage staff, contractors and volunteers; they will build the partnerships and
collaborations, and secure and manage the necessary resources, to maximising the benefits that can accrue from the designation and to support the future sustainability of the organisation.
• They will facilitate the effective working of the Board of the Council. DUTIES AND RESPONSIBILITIES SPECIFIC TO THIS POST: The post holder will be required to:
• Lead the strategic management and business planning of the National Park Council
• Guide the production, implementation and monitoring of a National Park Strategy, and of a delivery plan for the Jersey National Park Council
• Develop and implement projects and procedures for the national park and its partners and stakeholders
• Represent the National Park and the National Park Council to external organisations, including the Jersey Government, NGOs, local businesses and local, regional, national and international fora and partnerships
• Develop and foster relationships with stakeholders and partner organisations in order to implement projects and work practices which further the implementation of the purposes of the national park
• Report to the Board of the Council and its partner / collaborator organisations on issues and action in the National Park for which the postholder has responsibility.
• Lead the national park team to implement projects, policies and procedures to fulfil the purposes of the national park.
• Manage such staff, contractors and volunteers necessary for the effective operation of the Council
• Secure sufficient funds for the successful operation of the Council in support of the purposes of designation, and to support partner ventures in that regard
• Manage designated budgets, ensuring that the organisation achieves value for money in all circumstances, through the monitoring and control of expenditure and the early identification of any issues
• Oversee the Council’s role as a statutory consultee on land use planning matters
• Monitor and facilitate the fulfilment by others of duties placed on them in relation to the National Park
• Monitor and report on all projects and programmes and the oversee the necessary reporting associated with the operation of the Council
• Implement the strategic review of the Jersey National Park
• Support the delivery of the purposes and objectives of other designations which may positively impact on, or be affected by, the National Park designation
• Provide a first point of contact for media enquiries regarding the Council and the National Park. Maintain a Risk Register for the organisation
• Manage health and safety and ensure that policy and procedures as they relate to areas, activities and personnel under their control are understood, implemented and monitored
• Ensure the maintenance in good order of any property and equipment owned or leased by the National Park Council
• The postholder will be the organisations Data Protection Officer and will fill other necessary roles to meet our responsibilities towards our charitable status and as a Jersey registered business

Experience Significant experience of: Working at a senior level on strategic planning and management in Protected Areas Managing staff and volunteers Successful working on multi- partner project management relating to the conservation or interpretation of natural and/or cultural heritage.
Substantial experience of: Facilitating the operation of a Board of Trustees, Directors or similar Dealing with a broad range of people, but particularly the Jersey community and their representative organisations Projects and programmes focused on nature and heritage
