Job Description

Would you like to be a part of the historical change happening in Jersey?  In 2018 the government set out a long-term vision to modernise and improve the Islands public services. The ‘One Government’ reform aims to improve the quality, efficiency, effectiveness, and value for money for islanders.

As part of the OneGov Transformation, the Commercial Services has been redesigned to enable collaborative delivery of an enhanced commercial capability across Government.  Commercial Services consists of four main areas, together ensuring that customer service and delivery of commercial outcomes is at the heart of what they do.  

The new design for Commercial Services enables opportunities to explore different specialisms, gain experiences and understanding in diverse areas whilst also offering career progression and development around the team. They have several interesting and exciting opportunities across 3 of these areas and, as Commercial Services is evolving as a directorate, this is an exciting opportunity for you to shape the direction of the service through the Transformation Programme itself. 

They are seeking candidates to support them in data led decisions to drive and develop better commercial outcomes.  

Do you have knowledge of : 

procurement principles and best practices,  supply chain management, analytical and data skills, contract drafting, strong communication, stake holder management  

Commercial - providing key engagement, advisory and delivery services across GoJ

Commercial act as the interface between Commercial Services and the wider organisation, providing a high-quality advisory service beyond that of contract and financial management. 

Commercial is an outward facing function and will be crucial in cementing the credibility and visibility as a service provider. This area will significantly enhance their commercial capability and be able to offer a high level of commercial support to other areas of Government, including financial modelling, contract development, project support, mediation, Social Value, grants & subsidies work alongside dispute resolution. In essence, it is a key enabling service.

We are looking for candidates with knowledge and experience in: 

Strategic business engagement 
The ability to implement commercial and procurement best practice
Knowledge of legal provisions and processes
The ability to draft contracts and understand the legal obligations 
Coaching and engagement to enhance commerciality with the organisation 
Procurement experience and best practice methodologies 
Project management administration or implementation 
Ability to working in a fast-paced department that is going through significant change programmes 
Strong influencing, coaching and customer service experience

Procurement - delivering value for money 

To date, Procurement has provided the capability for multiple departments to secure products and services when needed, whilst acting as a point of governance for compliance with the Public Finance Manual and ensuring the organisation focuses on value for money. 

Their aim is to adapt a more progressive model, adopting a strategic role in all procurement matters, developing long term and sustainable solutions as well as reacting to immediate requirements

We are looking for candidates with knowledge and experience in: 

Ability to drive and develop commercial and procurement initiatives for crosscutting spend 
Maximising the organisations buying position
Worked with procurement and supplier strategies to drive spending efficiencies 
Able to conduct robust analysis of markets and suppliers for forward looking commercial insight 
Manage contracts and suppliers ensuring compliance and deliverables 
Communication and coaching influencing skills to build strong working relationships with all stakeholders 
Knowledge of commercial and procurements principles and best practices 
Embedding social value into contracts 
Relevant commercial legal provisions and processes, coupled with skills to draft and manage contracts 
Good analytical reasoning and data analysis and ability to present findings 

Business Services - a key enabler to best practice 

Business Services are a key enabler for ensuring the overall success of the Commercial Services Directorate. The activities carried out by the support teams who are fully aligned with Procurement and Commercial, to underpin the efficient and effective delivery of the overall Commercial Services Strategy.

Their team ensures the security of the end-to-end GoJ supply chain; shaping, leading, and managing the risks for Commercial Services by implementing adequate policies, processes, procedures, and controls to ensure compliance with audit and regulatory requirements.

We are looking for candidates with knowledge and experience in: 

Supply chain insight, ability to research, analyse and interpret data 
Process improvement for ways of working to enhance best practice and commercial capabilities 
Analytical reasoning ability to translate data and present findings 
Commercial capability to incorporate people, process, and systems 
Ability to manage multiple projects and keep stakeholders informed 
Highly IT literate with aptitude for systems and reporting tools to include Power BI
