Job Title: Community Development Officer

Reports to: Policy & Client Promise Lead Overview Andium Homes is Jersey’s largest landlord, and manages more than 4,900 rental homes, providing excellent

and affordable accommodation and highly valued landlord services for more than 10,000 islanders, alongside

an annual programme of assisted purchase sales. We are also Jersey’s largest developer with a programme

of investment which has delivered over 1,100 new homes and over 500 major refurbishments, and will

continue to deliver a significant number of homes for islanders in to the future.

Andium Homes is a company limited by guarantee, wholly-owned by the States, represented by the Minister for Treasury and Resources. Andium is a not-for-profit housing provider, all our revenue comes from the rent

paid by our tenants and our property sales. We return £29m of our income to Government each year. The Role The Tenancy Sustainment Team provides a comprehensive and co-ordinated service which supports our clients in maintaining their tenancies. Tenancy Sustainment focuses on the two key areas of Tenancy Management and Community Engagement. The Community Engagement Officer will be responsible for supporting and developing activity and

connections that help to build resilient, engaged, and interwoven communities across Andium’s stock. They

will also be integral to the team that receive anti-social behaviour / nuisance complaints and investigate such

complaints within agreed procedures, working with tenants, and other agencies where appropriate to a find a

best resolution for the individual clients and the wider communities in which they live. Evidence demonstrates

that clients who are engaged in their communities are less likely to generate complaints from or towards their

neighbours, and that estate standards are higher with fewer vandalism or fly-tipping reports, as such, the post

holder will be central to monitoring Andium’s progress in this area.

Principal Accountabilities

• To manage anti-social / nuisance cases and investigate those allocated in a timely, efficient way to

the point of closure or escalation, demonstrating a high level of respect and professionalism to all

tenants involved and partner agencies.

• To prepare and serve statutory notices pursuant to Article 12(2) of the Residential Tenancy (Jersey)

Law 2011, regarding breaches of tenancy.

• To collaboratively work with colleagues to achieve client, team, or company goals when challenges

have been identified or clients have specific requirements.

• To accurately record all case notes and actions undertaken throughout the investigation for caseload

in QL, Contact Records Management System.

• To prepare detailed eviction reports for legal representative and attend Magistrates Court during legal

proceedings.

• To embed themselves in key Andium communities, develop networks and find existing places and

hubs of connection – mapping key community assets and discovering areas of need, including mixed

tenure estates.

• Identify organisations and build relationships with them in order to establish initiatives to address areas

of need

• To work with existing community groups and activities to increase participation, access, and

collaboration and propose new community building activities

• To build a volunteer base around Andium and our partners’ community work – working with existing

and newly engaged citizens and passing on skills and knowledge in community building.

• In support of great placemaking, deliver community hubs on identified developments by overall co-

ordination of the use of community amenities and engagement with charitable/community partners

• Management of the ‘Inspiring Communities Grant’; assessing and recommending suitable applications

for approval

• To undertake any other duties that may be required. These may be varied from time to time to meet

the needs of Andium Homes.

Knowledge and Skills

• Educated to A-level standard or professional equivalent

• Excellent networker and natural connector, driven by a desire for collaboration, cooperation and integration between different organisations, agencies and different sectors of the community; with the skills and drive to work across silos and sectors.

• High degree of empathy, emotional intelligence, and a strongly adaptive relational style – able to relate effectively to people from all walks of life.

• Strong communicator who is able to explain complex ideas in simple and engaging ways to people from a very wide variety of backgrounds, ages and nationalities. A skilled influencer with a well- developed persuasive communication style.

• Well organised, with the ability to keep detailed records of meetings, interactions, decisions and contacts and communicate them accurately and clearly in writing or verbally to tenants, colleagues or third parties.

• Exercises sound and rationalised judgement in managing complex situations that require analysis, interpretation and comparison of a range of options.

• Excellent self-management skills and highly action orientated, self-motivated and able to stay focused on tasks and outcomes along with a proven track record of effective team working.

• Experience of working with people with a wide range of needs and vulnerabilities with an awareness of safeguarding policies and procedures.

• Understanding of issues related to inequalities and a track record of promoting inclusion and access for underserved and disengaged communities/individuals.

• A high level of computer literacy, especially in Excel, together with the ability to master bespoke packages with training. Able to use spreadsheets to present and analyze data with clarity and accuracy.

• Ability to interpret complex documents e.g., different tenancy agreements and related terms.

• Prior experience in an investigative/research field would be an advantage.

• A sound knowledge of the Residential Tenancy Law (Jersey) 2011 and other relevant legislation

• The candidate must demonstrate an understanding and alignment with Andium Homes values and attributes and behaviours that evidence an ethos suitable to the diversity of challenges encountered by the company.
